so is the false declaration of victory a desire to say "we did it, we are winners" or is it because they find the fight unsustainable? or not worth the effort any longer?

All the major cities are taken, the border areas are secure and the only areas left are desert. There are still militants left, but all they have is desert, so while it is premature, it is essentially over for them.
