That text is a mess and I'm sure filled with translation issues. Anti-noise laws are pretty common, though, and if the islamic celebrations I've attended down south are any indication of how they operate in Israel, shit's fucking loud and annoying. But again, so are christian churches in my area and noone seems to give a fuck but me.
It seems weird to draft a law focusing specifically houses of prayer, a blanket anti-noise law would be more democratic. I can see how it is probably targeting muslims in particular but at the same time, they are the ones making the noise, and noise is annoying, so...
idk I'm pretty sure this is about as non-issue as non-issues get around those parts

I think Al-Jazeera is known for its anti-Israel bias? maybe that's why, idk. Maybe it really is a big issue... the problem here is that the article itself doesn't really give weight to whatever is happening, the text is pretty poor.
